More Action Than Meets the Eye?

India's keenly awaited National Action Plan on Climate Change (NAPCC) was released in June 2008, outlining India's domestic agenda for reducing greenhouse gas (GHG) emissions and proposed policies and measures to achieve the outlined objectives. The release took on additional significance in the context of international climate change negotiations. While international observers were quick to dismiss the NAPCC, the article takes an in-depth look at how the NAPCC marks a significant change in India's position with a much stronger vision for domestic action, and how this change has the possibility of bringing about an integrated and comprehensive carbon strategy for the Indian economy.
