ICF International developed the Resale and Recapture Chart, a comparison chart that shows similarities and contrasts between the two different HOME Investment Partnerships Act Program (HOME) homebuyer provisions. ICF developed the chart under contract to the U.S. Department of Housing and Urban Development (HUD) under a technical assistance contract.
The chart can be used by grantees to design their programs for homebuyer housing, figuring how best to use either a resale or recapture provision for affordability. Resale provisions ensure the unit is kept affordable for a pool of low-income homebuyers throughout the period of affordability and limits the future sales price on the unit. Recapture provisions ensure the grantee is paid back for all or a portion of the direct HOME funds provided to a homebuyer. The chart offers examples for each provision, implementation issues, and how to use each type of provision.
ICF International has worked with HUD on HOME and Community Development Block Grant (CDBG) technical assistance for almost 20 years, providing training courses, guidebooks, and online training and tools such as the Resale and Recapture Chart.
