ICF researched and created a database of all 50 states and the District of Columbia to assess the impact of Davis Bacon wage compliance for U.S. Department of Energy work.
Once the database was assembled, ICF analyzed the change in base labor rate and fringe benefit for each labor category for 10 target states, the change in base labor rate and fringe benefit for three select common labor categories for all states, and provided examples of inconsistencies and disparities found in wage determinations.
