ICF conducted the air quality and greenhouse gas (GHG) emissions analysis for the environmental impact statement (EIS) for a 40-mile freeway expansion project through urban areas. At the request of the U.S. Environmental Protection Agency (EPA) and the Federal Highway Administration (FHWA), ICF estimated GHG emissions during project construction and long-term operation of the regional roadway system that will be affected by the new freeway. In addition to the GHG analysis, ICF qualitatively evaluated mitigation measures to reduce emissions and prepared the National Environmental Policy Act (NEPA) EIS cumulative impacts section on GHG issues.
