ICF provided program evaluation and monitoring services to the Massachusetts Renewable Energy Trust’s $25 million Green Affordable Housing Initiative (GAHI), a pilot program designed to stimulate the use of renewable technologies and green building design.
GAHI funded eight grantees that represent a diverse range both of organizations and program approaches. All grantees are using GAHI funds to incorporate renewable energy and green building practices into affordable housing through the creation of new units and the rehabilitation and conversion of existing units. ICF monitored and evaluated the program, including supporting quarterly and bi-annual data collection from the grantees, providing programmatic guidance to the Massachusetts Technology Collaborative, and ultimately analyzing the grantee data to assess program outcomes using a variety of quantitative and qualitative methods.
