In 2009, HHS awarded ICF a five-year contract to increase grantee effectiveness for three discretionary grant programs administered by the Division of Community Discretionary Programs: the Community Economic Development Program (CED), the Job Opportunities for Low-Income Individuals Program (JOLI), and the Rural Community Facilities Program (RF).
The ICF team is helping grantees better create and expand businesses, thereby creating jobs to employ low-income individuals in distressed communities. The ICF team also is developing a high-quality, responsive delivery system to build grantee capacity through conferences, direct assistance, telephone consultation, conference calls, online video, audio and print resources, and other methods.
