The HUD Home Investment Partnerships Programs (HOME) program is the largest federal block grant to state and local governments, designed exclusively to create affordable housing for low-income households.
HOME provides formula grants to construct, acquire, and rehabilitate affordable housing or to provide direct rental assistance to low-income people. Since 1990, HUD has utilized ICF experts for a broad array of services and products targeting HOME participating jurisdictions. Activities under eight separate national and local HOME Community Development Technical Assistance cooperative agreements include development and delivery of training courses, online training tools, program guidebooks, development of the HOME website, and conference management.
