ICF assisted the Arkansas Development Finance Authority (ADFA) with the development of Home Investment Partnerships Programs (HOME) guidelines and a program manual for the Neighborhood Stabilization Program (NSP 1) for state recipients.
For HOME, ICF updated ADFA’s program manual, conducted certification training for local program administrators on the revised program procedures, and revised the monitoring guide and checklists for program staff.
