ICF is preparing the Environmental Impact Report (EIR) on behalf of Placer County, which is the lead agency under the California Environmental Quality Act (CEQA) for the Applegate Wastewater Treatment Plant (WTP) decommissioning and proposed pipeline project.
The proposed project would comply with the terms of the Central Valley Regional Water Quality Control Board (CVRWQCB) enforcement order by constructing a pipeline to convey wastewater flows from the community of Applegate to the county’s Sewer Maintenance District No. 1 (SMD 1) service area, and by closing the existing Applegate WTP. In addition, Placer County has received federal funding for the Proposed Project, and ICF is assisting with regulatory compliance for the NEPA, the federal Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA).
