Assessment of Damage Cases for Coal Combustion Residual Regulation

For U.S. EPA Office of Resource Conservation and Recovery (ORCR), ICF performed as assessment of more than 100 alleged damage cases nationwide in support of a proposed rule and upcoming coal combustion residual (CCR) regulation.

ICF independently assessed each site by compilation of relevant claims, technical literature, site studies, and regulatory actions to demonstrate whether CCRs were specifically implicated in damage claims and whether there was actual or potential harm to human health or environment.
