San Joaquin Council of Governments (SJCOG) retained ICF to provide preserve land manager services to assist SJCOG staff in the implementation of the San Joaquin Multi-Species Habitat Conservation and Open Space Plan (SJMSCP).
The SJMSCP calls for establishing conservation easements on private lands and managing those lands to benefit covered species as mitigation for the loss of habitat and open space occurring as a result of development. In our capacity as the preserve land management consultant, ICF is conducting 11 property evaluations and preparing six preserve management plans, conducting geographic information systems (GIS) analyses of preserve lands and potential preserve lands, and implementing the Neighboring Lands Protection Program.
In addition, ICF is assisting SJCOG in implementing habitat enhancements and riparian restoration on preserve lands. We are conducting biological monitoring to ensure that the goals and objectives of the SJMSCP and the preserve management plans are being met. ICF is also participating in meetings with permitting agencies, preparing permitting packages, and presenting materials to the Habitat Technical Advisory Committee and the SJCOG Board of Directors.
