On-Call Process Improvement to NEPA Delegation

As part of a two-and-a-half-year contract, ICF is assisting Caltrans Headquarters by providing on-call environmental strategy and process improvement consulting services.

The work for the various task orders (16 to date) are in two main areas of focus: 1) improving existing systems and procedures related to project environmental review, and 2) developing the application for, and developing new tools and systems for, Caltrans' participation in the National Environmental Policy Act (NEPA) Delegation Pilot Program authorized under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: a Legacy for Users (SAFETEA-LU). Under this pilot program, Caltrans is applying to the U.S. Secretary of Transportation to assume the Secretary's NEPA responsibilities for highway projects within the state. Caltrans is also applying for delegation of the Secretary's review and consultation responsibilities under other federal environmental laws. The scope of delegation will be determined through application to the Secretary and execution of a Memorandum of Understanding.
