Regulatory Streamlining for RHS

ICF assisted the Rural Housing Service (RHS) at USDA in revising and streamlining the regulations and procedural guidance for two important USDA programs, the Section 515 multifamily rental housing direct loan program and the Section 514/516 farm labor housing direct loan and grant program.

In response to program performance concerns identified by USDA staff, its Inspector General, and the U.S. Government Accountability Office (GAO), the ICF team gathered extensive input from key program stakeholders, including agency field staff, housing industry representatives, and tenant advocates about ways to strengthen program performance and improve program regulations and procedures. ICF worked with the agency to restructure its business processes.

Additionally, ICF helped draft new regulatory language to streamline the program’s regulations, improve performance, and reduce administrative burden. The streamlined regulations consolidated nearly 2,000 pages of regulations to just under 200 pages. ICF assisted RHS in reviewing and analyzing public comments on the proposed rule, developing draft revised regulatory language for the Interim Final Rule, and preparing the preamble for the Interim Final Rule.
