ICF implemented a statewide information program to support Caltrans' efforts in preparing its application to participate in the pilot program Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).
SAFETEA-LU designates California as one of five states eligible to apply to participate in a pilot program delegating National Environmental Policy Act (NEPA) responsibilities to the state. Caltrans is applying to the U.S. Secretary of Transportation to assume the Secretary's NEPA responsibilities for highway projects within the state. ICF worked with stakeholders to assess concerns about the delegation and supported Caltrans with conferences and prepared conference presentations, participant binders, and collateral materials. This included a coordinated approach for information dissemination, and outreach and involvement efforts for conducting two-way information sharing with appropriate resource-agency and public and community stakeholders throughout California.
