Support for Revisions to Animal Import Regulations

ICF is assisting the CDC’s Division of Global Migration and Quarantine (DGMQ) in preparing notices of proposed and final rulemakings to revise regulations concerning the importation of animals that can carry diseases affecting humans.

The project includes drafting support, preparing economic and other analyses, and providing public comment analysis support. ICF has supported DGMQ in developing the technical basis and regulatory text for the non-human primate (NHP) Notice of Proposed Rulemaking (NPRM), which involved analyzing the applicability of several federal authorities to the NHP NPRM, including a Paperwork Reduction Act burden analysis. We also have supported DGMQ in analyzing, categorizing, and summarizing public comments on the “other animals” Advance Notice of Proposed Rulemaking (ANPRM) and in preparing the regulatory analysis of the “other animals” proposed rule.

During the course of this support, ICF has provided briefings to project staff on the federal regulatory process and expert consulting services on meeting statutory requirements under the Administrative Procedure Act and evaluating the applicability of E.O. 12866 and the RegFlex Act.
