Wave Energy Mobile Ocean Test Berth NEPA

ICF is under contract with the National Northwest Renewable Energy Center and Oregon State University (NNMREC/OSU) to prepare an Environmental Assessment (EA) for their proposed Wave Energy Mobile Ocean Test Berth (MOTB).

The U.S. Department of Energy (DOE) is the lead agency under the National Environmental Policy Act (NEPA) and has provided grant funding to support the design, construction, and operation of the NNMREC/OSU mobile, full-scale, open ocean wave energy testing facility consisting of up to two MOTBs. Each MOTB is capable of testing, recording, and transmitting the energy output of a variety of Wave Energy Conversion (WEC) devices without a physical connection to the electrical grid on land.

The proposed project would be a cost-effective means to evaluate the technical aspects, performance characteristics, and environmental impacts of developing marine renewable energy and would be a significant step in the advancement of wave energy production and commercialization in a socially and environmentally responsible manner. ICF completed the Draft EA and is in the process of completing the Biological Assessment and Essential Fish Habitat Assessment and consultation with the National Marine Fisheries Service and U.S. Fish and Wildlife Service.
