On behalf of DOJ, ICF processes applications from victims of international terrorism incidents and their families to reimburse them for expenses that are directly associated with the terrorist incident.

ICF manages the ITVERP Resource Center, which provides a toll-free hotline; distributes information to potential claimants and other key stakeholders; processes all applications to ensure that claimants and their expenses are eligible for expense reimbursement based on government regulations; and makes recommendations to OVC for final dispensation, including payment to claimants.
