IP Program Management Support Services

ICF is assisting the DHS Office of Infrastructure Protection to develop and implement DHS' new regulatory regime governing security at high-risk chemical facilities. ICF's team is providing a wide variety of program management support activities for ISCD, including supporting the following areas:

  • The development of annual Division budgets and processes to support their management and execution
  • The establishment of Division goals, objectives, and milestones, along with performance metrics necessary to measure progress towards achieving those goals
  • The identification and hiring of appropriate federal staff (including the nationwide Inspector Cadre)
  • High-level policy analysis to determine the strategic direction of the Division as well as the most cost effective means for carrying out that vision
  • Communications and outreach to Congress; federal, state, and local partners; the regulated community; and the public at large
  • Procurement and acquisition support
  • Compliance with Office of Management and Budget (OMB) 300, Paperwork Reduction Act, Privacy Act, and other administrative requirements
