ICF is assisting the DHS Office of Infrastructure Protection to develop and implement DHS' new regulatory regime governing security at high-risk chemical facilities. ICF's team is providing a wide variety of program management support activities for ISCD, including supporting the following areas:
- The development of annual Division budgets and processes to support their management and execution
- The establishment of Division goals, objectives, and milestones, along with performance metrics necessary to measure progress towards achieving those goals
- The identification and hiring of appropriate federal staff (including the nationwide Inspector Cadre)
- High-level policy analysis to determine the strategic direction of the Division as well as the most cost effective means for carrying out that vision
- Communications and outreach to Congress; federal, state, and local partners; the regulated community; and the public at large
- Procurement and acquisition support
- Compliance with Office of Management and Budget (OMB) 300, Paperwork Reduction Act, Privacy Act, and other administrative requirements
