ICF International supported the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) in the process of transitioning the implementation responsibility and fund management and control of its Project HEART program to host governments and/or local organizations. ICF's provided strategic support in transition planning and monitoring, refinement and implementation of country transition plans, and development of a plan for shared learning and diffusion of promising practices
ICF and EGPAF have worked together to:
- Develop an overall transition framework and country plans
- Adapt and implement an organizational capacity and viability tool (OCVAT) for local entities that have been identified as transition partners
- Develop a site capacity profile (SCP) to measure the capacity of facilities to deliver HIV/AIDS care and treatment
- Develop a community capacity assessment tool to assess availability, access, and quality of community-based services
