ICF is currently working with the U.S. Department of Education's Federal Student Aid (FSA) program to design, develop, and implement a training evaluation system. To create the Kirkpatrick Level 3 assessment, ICF developed key behavioral measures aligned to the course objectives and is currently building FSA-specific examples to describe varying levels of proficiency.
Once the behavioral measures and proficiency examples are complete, ICF will create web-based assessments to distribute to training participants, their supervisors, and direct reports prior to participating in the training and three months after the training program. The ICF team will then conduct telephone interviews with training participants to solicit critical incidents demonstrating on-the-job improvements and inhibitors to successful transfer of knowledge. Following data collection, ICF will analyze the quantitative and qualitative data collected to determine patterns and key themes, and ultimately suggest further revisions to the training program.
