ICF developed step-by-step procedural guidelines and templates for developing and administering Level 4 evaluations. Because the Internal Revenue Service (IRS) was interested in an evaluation beyond the traditional Level 4 measure of return on investment (ROI), ICF recommended a more unique and relevant measure to evaluate the impact of IRS training programs.
ICF devised a three-phase Level 4 evaluation process, consisting of measuring “time to capability,” an innovative concept at the leading edge of evaluation theory; assessing impact on organizational performance measures once time to capability was established; and estimating training worth. These procedural guidelines and templates were posted on the IRS ITEMS Website for use by IRS staff involved in training development, administration, and evaluation.
