For ten years, ICF International has been providing a range of program management-related support to USPS Engineering, which is responsible for the development and deployment of the U.S. Postal Service’s equipment and systems used in mail processing and in retail and delivery operations.

The USPS acquires the equipment and technology from suppliers based on requirements. ICF is integral to all parts of the program management lifecycle from concept development through field deployment. Our staff provides a full range of program management functions on behalf of the USPS and in augmenting its teams. We frequently plan the activities of and lead subcontractors, suppliers, and postal staff.

ICF analyzes the impact, costs, and benefits of new concepts and, as development occurs, ICF continues to guide design options. We use analytical models and tools developed by ICF, including discrete event simulations modeling. Our staff develops performance and requirement specifications for development activities and the schedules and milestones of the development. We conduct complex studies at postal plants and delivery units to gather data critical to the design and analytical efforts and then assist in evaluating the performance of equipment and systems to ensure requirements compliance.

ICF has also been integral to the USPS Intelligent Mail group, a close entity to Engineering. We have assisted the group by developing the Intelligent Mail Corporate Plan and other strategic documents for technologies such as RFID. We have provided project management staff to develop barcodes and data constructs for unique identities on mail, trays, and containers. We manage the development of systems to produce these codes and systems that acquire and enable analysis of the data. ICF staff assisted in the deployment to USPS field organizations and to mailers. Our staff also enhanced the deployment by developing training and communications materials and conducting and administrating the classroom and remote training.
