In 2011, ICF International conducted a program evaluation that sought to assess whether the investments in community system's strengthening programs has improved the effectiveness, efficiency, and results of the HIV, tuberculosis (TB), and malaria programs. This evaluation included all community-level disease interventions supported by Global Fund grants and domestic and partner investments in Cambodia.
The main objectives of this community systems strengthening program evaluation in Cambodia were to assess:
- Appropriateness of the service delivery model for community systems strengthening
- Outcomes of community system strengthening efforts
The evaluation followed a mixed-method approach that included reviewing documents and conducting key informant interviews and focus groups of community beneficiaries.
