ICF developed the guidebook Congestion Management Process Innovations: A Menu of Options, for the New York State Association of MPOs.
This work involved a compilation of best practices, lessons learned, and innovative approaches to congestion management, based on interviews with MPOs around the country, a review of documents and related literature, and a workshop of MPO staff from across New York State.
