Environmental Mitigation Plan for Goods Movement in Southern California

For the Southern California Association of Governments, ICF developed a comprehensive plan for mitigating air quality impacts of goods movement in the Los Angeles metropolitan area.

The project involved a detailed analysis of emission reduction strategies across multiple modes (on-road truck, railroads, ocean-going vessels, harbor craft, and port cargo handling equipment). We analyzed more than 90 separate strategies in terms of emission reduction benefits, costs, and cost-effectiveness. The project resulted in an Action Plan that recommended priorities for mitigation strategies in Southern California and estimated the total emission reduction that can be achieved from the goods movement sector given levels of investment.
