Impacts of Public Policy on the Freight Transportation System

ICF International led a study of the impacts of public policy on the freight transportation system. The project considered a wide range of policy types, including environmental, safety, public health, security, energy, land use, trade, infrastructure investment and finance, and infrastructure operations and maintenance policies.

ICF conducted an extensive literature review and performed interviews with more than 40 industry experts and examined 25 individual policies to determine how they have changed the mode, volume, or cost of freight movement and to assess the degree to which freight system impacts were unexpected by policy makers.

The research is intended to provide transportation officials with insight into the kinds of public policy decisions that affect freight movement and to highlight the importance of considering policy impacts on freight transportation to decision makers in other fields.
