Recurring Community Impacts

For the National Cooperative Highway Research Program, ICF developed guidelines for how to address recurring community impacts in National Environmental Policy Act (NEPA) documents.

ICF conducted literature reviews, an internet survey, and interviews to develop case study examples on addressing recurring community impacts to advance best practices.  We specifically addressed questions associated with how to identify past actions that have affected communities, how to determine temporal boundaries, and how to respond to identified cumulative impacts on communities.
