ICF used commodity flow data to develop a database of shipments that was representative of the truck freight market as a whole, including different shipment distances, origins, destinations, and commodity types. ICF simulated trucking firms’ responses to a rule change by duplicating the decision processes that companies go through as they receive orders for loads, utilizing the software that the larger and more sophisticated truckload carriers employ as they assign loads to drivers.
