ICF developed guidance on how road pricing can be better integrated into transportation plans and programs and better communicated to the public for more widespread implementation.

ICF examined the impacts and planning lessons learned from a broad range of pricing policies including congestion charging, mileage fees, high-occupancy tolls, and parking fees. Through interviews with officials in regions where road pricing has been implemented or proposed, ICF analyzed the development of each program through the regional planning process, identifying the barriers and opportunities for implementation.

ICF also focused on public communication strategies used for each pricing program. The final product is a resource document for planners to assist in evaluating and planning road pricing and effectively engaging stakeholders during the planning process.
