ICF prepared this report under contract with the New York State Association of Metropolitan Planning Organizations (NYSMPO) to identify innovative Congestion Management Systems (CMS) practices that may help NYSMPOs identify approaches that could be incorporated into their own systems.
This document is designed to highlight best practices that have been identified from MPOs outside of New York State. The report will be used to inform a Peer Forum of NYSMPO staff and as a basis for developing a menu of options for CMS process innovations.
