This guidebook was developed under TCRP Project F-14 by ICF International (ICF) in collaboration with Boyd, Caton & Grant (BCG) Transportation Group. It provides fixed-route bus, general public demand response, and Americans with Disabilities Act (ADA) paratransit systems resources to assist in the recruitment, development, and retention of managers.
