This
study was requested by the American Association of State Highway and Transportation Officials (AASHTO), and conducted by ICF International and K.T. Analytics, Inc., as part of the National Cooperative Highway Research Program (NCHRP) Project 08-36. The report provides guidance on the most effective communication strategies for engaging the public and decision makers when planning for different types of road pricing projects. The findings are based on literature on public and political acceptability of road pricing and detailed case studies of proposed and implemented projects in nine regions of the country.
