Created under contract by ICF International, this document for the California Department of Transportation (Caltrans) aims to inform underserved communities, community-based organizations, and the general public on the transportation planning process in the state of California. The intent of the document is to enable traditionally underrepresented communities to find more opportunities to participate in the complex transportation decision making process.
