A Systems-Based Approach Emphasizing Risk Management Is Required

ICF is proud to continue its support of the Preparedness, Response, and Resilience Task Force at The George Washington University Homeland Security Policy Institute. In this report, the Task Force argues that to achieve the aims of Presidential Policy Directive 8 (PPD-8), National Preparedness, policymakers must:

Harmonize and integrate the planning frameworks in the National Preparedness System called for by PPD-8 at both the Federal interagency and State and local levels of government using a systems-based approach.
Collaboratively develop and incentivize the use of risk management practices for preparedness and resilience.
Enhance risk communication across the entire homeland security enterprise, especially with State and local governments, the private sector, nonprofit and community groups, and the public at large.

John Paczkowski heads ICF International’s emergency management efforts for public and private sector clients. A former career executive at the Port Authority of New York and New Jersey, he was the lead architect of a 5-year $500-million risk-based security capital improvement program.

He has a B.S. in Industrial Engineering and an M.S. in Engineering Management from the New Jersey Institute of Technology, an M.A. in Organizational Psychology from Columbia University, and an M.A. in Security Studies from the Naval Postgraduate School. He is a 2011 Senior Fellow of the George Washington University Homeland Security Policy Institute (HSPI) and a member of HSPI's Preparedness, Response, and Resilience Task Force. He also serves as Executive Vice President of the Security Analysis and Risk Management Association.
