John Paczkowski heads ICF International’s emergency management efforts for public and private sector clients. A former career executive at the Port Authority of New York and New Jersey, he was the lead architect of a 5-year $500-million risk-based security capital improvement program.
He has a B.S. in Industrial Engineering and an M.S. in Engineering Management from the New Jersey Institute of Technology, an M.A. in Organizational Psychology from Columbia University, and an M.A. in Security Studies from the Naval Postgraduate School. He is a 2011 Senior Fellow of the George Washington University Homeland Security Policy Institute (HSPI) and a member of HSPI's Preparedness, Response, and Resilience Task Force. He also serves as Executive Vice President of the Security Analysis and Risk Management Association.
