    Vice PresidentICF International

    Terence McKittrick has more than 20 years of software engineering, information systems, and management consulting experience. He also has substantial senior-level domestic and international experience providing guidance to CIOs for Fortune 100 companies and large government agencies. His expertise includes strategic and organizational planning, sourcing and acquisition support, performance management, enterprise architecture, capital planning, and governance support.

    Mr. McKittrick has a B.A. from the University of Virginia, and he is a certified Project Management Professional (PMP).

  • Velez Carlos

    Vice PresidentICF International

    Carlos Vélez is an attorney with more than 25 years of experience in the field of public health, primarily in HIV/AIDS prevention, care, and research. He is expertly skilled in organizational development; program development, implementation, and evaluation; and policy development and implementation. He has extensive experience in project, financial, and contract management; budgeting; and evaluation. Mr. Vélez is fully bilingual and bicultural, fluent in English and Spanish, as well as in French. His expertise includes the development of culturally competent programs and activities in the public health arena. Mr. Vélez also has extensive experience in the national public health policy field, having served in the White House and the U.S. Department of Health & Human Services (HHS).

    Since 2007, Mr. Vélez has been focusing on public health analysis and reporting, including work at the Centers for Disease Control and Prevention. Mr. Vélez directs work for the CDC Information Management Systems (CIMS) IDIQ, including activities in information management and management consulting at CDC for the next decade.

  • David Cotton

    Senior Vice PresidentICF International

    David Cotton has more than 20 years of public health experience and has directed and otherwise overseen more than 100 state and national program evaluations, training projects, technology applications, and research studies in the United States. He joined ICF as part of the Macro International acquisition and has managed many contracts for the Centers for Disease Control and Prevention (CDC) to support HIV, STD, and tuberculosis prevention; chronic disease prevention; injury prevention and control; and birth defects prevention.

    A significant part of Dr. Cotton's portfolio includes capacity building through training and technical assistance in applied monitoring and evaluation to U.S. community-based organizations and health departments and in international settings to national and local ministry staff and nongovernmental organizations. Recent work has focused on the development of performance measurement and indicator systems for U.S. federal agencies.

  • Nicola Dawkins Lyn

    Vice PresidentICF International

    Nicola Dawkins-Lyn is a behavioral scientist with expertise in community health, focusing on the connection between health and surrounding environmental and social determinants. She provides corporate and technical oversight for projects to ensure excellent standards for quality, client satisfaction, and resource management. She has more than 18 years of experience in developing research designs to assess policies and programs, developing and administering questionnaires and surveys, facilitating expert panels, conducting interviews and focus groups, and performing sophisticated quantitative and qualitative data analysis.

    Dr. Dawkins-Lyn applies her skills in initiative design and formative, process, and outcome research and evaluation to many health-related initiatives. Her wide-ranging public health content expertise includes obesity prevention, health disparities, community-institutional partnerships, and women's health. She is skilled in evaluability assessment, particularly the Systematic Screening and Assessment (SSA) method, and has delivered several presentations and trainings, prepared manuscripts, and coedited a journal issue on the method that received the American Evaluation Association's (AEA) 2011 Outstanding Publication Award.

    Dr. Dawkins-Lyn has multiple degrees from Emory University: a Ph.D. in Sociology, an M.P.H. in Behavioral Science and Health Education, and an Executive M.B.A.

  • Martin Vaessen

    Senior Vice PresidentICF International

    Martin Vaessen leads ICF International's international health and development work related to survey research, monitoring and evaluation, analysis, and technical assistance involving demographic, health, and child labor issues. He is a demographer and survey specialist with more than 35 years of experience providing technical assistance in all phases of survey implementation in developing countries.

    He was instrumental in achieving the incorporation of HIV testing in Demographic and Health Surveys (DHS), an innovation that has borne significant fruit and that led to a downward revision of the estimated number of people infected with HIV by about 7 million cases in 2007.

  • Kris Tremaine

    Senior Vice PresidentICF International

    Kris Tremaine has more than 20 years of experience providing strategic communications, public relations, and marketing solutions to government, nonprofit, and private sector clients. She has lead, built, grown, and turned around several Washington, DC-based agencies, serving in chief operating officer and executive vice president roles. She has successfully grown her division from $7 million to $41 million in the past four years through market expansion, one acquisition, smart recruiting, and leveraging resources. Her clients include the U.S. Department of Health and Human Services (HHS), the U.S. Department of Homeland Security (DHS), the U.S. Environmental Protection Agency (EPA), the U.S. Department of Transportation (DOT) and private industry clients, including many large pharmaceutical companies and health nonprofits.

    Ms. Tremaine has an M.S. and an M.B.A. from Marymount University and a bachelor's degree in Educational Studies from the University of Missouri.
