Capacity markets have not lived up to expectations, at least on the part of developers and generators, and many question whether capacity markets are indeed broken. ICF explored this topic with regard to recent Federal Energy Regulatory Commission (FERC) orders on issues related to capacity markets across the U.S. Independent System Operators (ISO) and regional transmission organizations (RTO). During this webinar, our experts commented on these orders, including FERC’s decisions on:

  • New York ISO demand curve parameters
  • New Jersey RFP and PJM-RTO’s Out of Market (OOM) rules
  • ISO-New England Forward Capacity Markets (FCM)
  • ISO-California's capacity procurement mechanism

This webinar highlighted key issues and challenges facing capacity markets, including buy-side and sell-side mitigation, demand side management participation and potential implications, spot vs. forward auctions, and allegations from some states that capacity markets fail to increase system reliability.

    Judah L.     Shanthi Muthiah manages work in wholesale power market assessments and asset valuation. Her power industry experience spans regional markets in North America, Europe, Australia, and Asia. Her transactional experience encompasses energy markets advisor for the Calpine Unsecured Creditors Committee and NRG Energy in the bankruptcy and restructuring process; financing due diligence support for various independent power producers (IPPs) and utilities, including for gas, coal, hydro, and wind projects and portfolios; acquisition and auction support for potential bidders and sellers; and advisor to power companies in developing, contracting, and asset optimization.

    Ms. Muthiah has addressed numerous power industry forums and has published several articles in Public Utilities Fortnightly and Electric Power & Light.

  • George Katsigiannakis

    George Katsigiannakis

    PrincipalICF International

    George Katsigiannakis joined ICF in 1997 and is an expert in U.S. electricity markets, with deep understanding of all factors affecting U.S. wholesale electric markets including market design, environmental regulations, fuel markets, transmission, renewable, energy efficiency, and demand side management (DSM). He has been involved in a large number of projects including several forward price curve assessments, development support, and financial performance of generation assets. He works in the areas of energy modeling, wholesale market assessments, asset valuations, restructuring, and litigation support, as well as contract evaluation and risk assessments. 

    Mr. Katsigiannakis has a Bachelor's degree in Industrial Engineering from Technical University of Crete, Greece, and a Master's degree in Operations Research from The George Washington University.
