Cap-and-Trade Comes to California

In this webinar, ICF International senior greenhouse gas (GHG) trading experts Steve Fine and Jan Mazurek review the August practice auction, the challenges encountered by the California Air Resources Board (ARB), and what refinements ARB may make to the cap-and-trade system in advance of implementation in January 2013.

The ARB will implement the nation’s first “economy-wide” cap-and-trade system in January 2013. Capped entities in the electricity and industrial sectors will receive from ARB permits or “allowances” to emit and to trade GHG in part through auctions, which distribute allowances and help to establish an allowance price essential to proper market function. ARB is conducting the first quarterly auction in November 2012. ARB and capped entities are commissioning important market monitoring studies to help ensure that the auction and market design are robust.

    An expert on environmental markets, Steve Fine has led numerous multistakeholder engagements, including the Edison Electric Institute, U.S. Climate Action Partnership, Regional Greenhouse Gas Initiative (RGGI), and Clean Energy Group. His work has concentrated on evaluating the economics of conventional and renewable energy resources within the context of developing environmental regulations.

    Mr. Fine was an invited panelist to a U.S. Senate Roundtable discussion on the future of 3P and 4P legislation conducted by Senators Carper and Alexander. He has a B.A. from the University of California, Santa Cruz, and an M.A. in Economics from the Johns Hopkins School of Advanced International Studies.

    Dr. Jan Mazurek

    Jan Mazurek is an expert in environmental policy and has extensive experience in California and U.S. federal climate policies, including leakage and cost containment measures such as offsets and an allowance reserve. Dr. Mazurek was previously director of strategy and operations at Duke University's Nicholas Institute for Environmental Policy Solutions, where she helped the California Air Resources Board (ARB) to update the cap-and-trade scoping plan and conducted research on related topics such as California offsets policy. In 2010, she was appointed by the governor of California to serve as senior policy advisor to the ARB chairman, where she helped devise California's cap-and-trade regulation.

    Dr. Mazurek has a bachelor's degree in Economics from the University of California at Riverside and a Ph.D. from the University of California at Los Angeles' Luskin School of Public Affairs. She is also an accomplished advisor and writer on environmental policy issues.
