ICF developed a white paper for developing countries that graphically depicts the consumption of hydrochlorofluorocarbons (HCFC) under the Montreal Protocol phaseout schedules and summarizes the various alternatives in the refrigeration and air conditioning end uses. This white paper is intended to serve as a quick, easy-to-use reference for developing countries in planning and implementing their phaseout of HCFCs.
