As of December 1, 2008, Neighborhood Stabilization Program (NSP) grantees must have submitted their Action Plans to the U.S. Department of Housing and Urban Development (HUD). Before actually committing or expending any NSP funds for the activities described in their Action Plans, however, grantees are required by law to complete an environmental review for each NSP project. This document provides information that can help grantees effectively implement the environmental review process necessary to commit and expend funds by the program deadline.
