The National Environmental Policy Act (NEPA) and many state “mini-NEPAs,” such as the California Environmental Quality Act (CEQA), require detailed and often highly technical studies to document that potential impacts on the environment have been considered prior to approving a project. NEPA and CEQA regulations recommend page limits for these environmental compliance documents, but the limits are often not observed, resulting in long, cumbersome documents.
