Californians Asked to Vote on Timing of Climate Change Action

If approved by voters in November, Proposition 23, entitled the "California Jobs Initiative," would temporarily suspend the implementation of the Global Warming Solutions Act of 2006, also known as "Assembly Bill (AB) 32." According to the proposition's language, passage would suspend implementation of AB 32 until unemployment in the state is 5.5% or lower for four consecutive quarters. This article summarizes the economic consequences of climate change, the economic impact of implementing AB 32, and the potential impact of Proposition 23 on project review under the California Environmental Quality Act (CEQA).
