This article is the first in a series of quarterly updates of important endangered species actions by the federal government. Two agencies, the U.S. Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS), have authority to administer the Endangered Species Act. NMFS has authority over marine species and anadromous fish (fish that spend part of their life in the ocean and part in fresh water). USFWS has authority over all other species, including freshwater fish.

The coauthor of the award-winning book Understanding the Habitat Conservation Planning Process in California: A Guidebook for Project and Regional Conservation Planning, he holds a Ph.D. in Biological Sciences from the University of Texas–Austin.
