ICF Senior Consultants Etienne Gabel and Diane Simiu will unveil ICF’s new European Power and Carbon Markets Outlook 2009-2030. The study examines the interrelated dynamics of power and emissions markets, in light of the current economic crisis and the EU legislative package demanding a 20-30 percent decrease in CO2 emissions and 20 percent use of renewables in final energy consumption by 2020. Developments in the key drivers for European power and carbon markets and their implications for market participants will be discussed.
Power and carbon market participants face a significant amount of uncertainty as they look forward. Given the recent economic turbulence, the future rate of demand growth is uncertain, and fuel prices have been highly volatile in both absolute terms and relative to each other. The scarcity of non-recourse finance continues, and developer incomes have fallen with electricity prices, leading to delays and cancellations in new generation projects. |

Negotiations surrounding the international CO2 regime are in full swing, and their outcome will have knock-on consequences for Europe. Doubts persist on whether the European Union can achieve its ambitious long-term climate and green energy targets. The achievable rate of renewable build is unclear. Nuclear is back as a long-term build option, but its costs are questionable. Finally, the volume of capacity retirements prompted by the Large Combustion Plant Directive, and the capital costs for their replacements remain uncertain.
This webinar will discuss some of the key issues and findings of the European Power and Carbon Outlook, including developments in the key drivers for European power and carbon markets and their implications for market participants.
Etienne Gabel is a Senior Consultant in ICF International’s London office and works in the Power and Fuels team. Mr. Gabel directs long-term electricity price forecasts, power plant dispatch analyses, and asset valuations across Europe and in parts of Asia, the Middle East, and in Russia. He is responsible for analyses of interactions between European power and carbon markets, including forecasts of EU CO2 Allowance (EUA) prices, fuel switching capabilities and the economics behind them, renewable incentives and deployments, and long-term carbon capture and storage (CCS) and nuclear developments. Etienne holds a Master’s degree in statistics from Stanford University.
Diane Simiu is a Senior Consultant in ICF International’s London office. Her expertise focuses on carbon markets and climate policy analysis. Her recent projects include providing carbon markets insights to utilities, financial institutions, carbon credit developers, and non-governmental organizations; advising multinational organizations on their climate strategy; and a study of the impact of European aviation climate policy. Ms. Simiu has previously worked for PricewaterhouseCoopers in its Paris office assisting major companies in the utilities, chemistry, and construction materials sectors with the reporting of their environmental and social data and conception of their corporate responsibility reports. She is a graduate of the Ecole Polytechnique and holds a Master’s degree in environmental engineering from the University of California, Berkeley.
