ICF International's regulatory intelligence service provides continuous and real-time tracking of the development and implementation of the Clean Air Interstate (CAIR) and Clean Air Mercury Rules (CAMR).
The service is provided via a subscription on-line service that provides continuous access to our updated information and interpretation of state activities. In the future, it will also offer information about other relevant activities such as the Regional Greenhouse Gas Initiative (RGGI), the California Climate Action initiative, and federal environmental legislation.

The system provides up-to-date information and a ready reference on state developments pertaining to CAIR and CAMR. It includes summary tables of each state's emissions budgets, a detailed summary of each state's proposed plan, and contact information for the appropriate state officials.

We have been tracking this information since the beginning of the NOx SIP process and continue to track the CAIR/CAMR development, revision, and approval process and update the information continuously. The site also includes background on CAIR and CAMR—the U.S. Environmental Protection Agency model trading rule—and will include relevant court decisions regarding CAMR litigation. In addition, we provide value-added analysis and commentary on key issues, such as allowance allocation, banking, and critical components of the regulatory programs.
