The U.S. Congress will continue its robust debate
on climate policy in 2010, ensuring that energy markets
around the globe will face even more uncertainty and
volatility. Dramatic swings in fuel prices, permitting
delays, regulatory overhauls on the federal, state,
and local levels, and increased international inter-dependence
have resulted in energy markets that are highly uncertain,
increasingly complex, and rapidly changing.
To give decision-makers the most current forecasts
for emission, fuels, renewable energy, and power markets,
ICF has developed a new product—the ICF
Integrated Energy Outlook. This quarterly
publication will provide an integrated perspective
of energy markets and address important issues.
Emission Market Issues
- What will be the key drivers of CO2 allowance
prices under a cap and trade program?
- What role will offsets play in a future regulatory
regime?
- How will EPA's regulations interact with cap and
trade legislation?
- What does the future hold for the growing Acid
Rain Program SO2 allowance bank?
- What will be the implications for future SO2 and
NOX prices if banked allowances cannot
be carried forward into a new program?
- What is the interaction between potentially tighter
SO2 and NOX controls and a
looming carbon policy?
- How many mercury controls will be required under
a federal MACT program?
Gas Market Issues
- Considering the current state of the economy, what
is happening to gas demand today and how will that
shape the market in the future?
- How are basis differentials developing given recent
supply development and pipeline projects?
- Will production from the shales change the future
of the gas market?
Coal Market Issues
- Will coal markets recover from the recession?
- Will the U.S. become a major player in global coal
markets?
- How will CO2 regulations shift production
and consumption trends?
Renewable Energy Market Issues
- How will states meet renewable energy requirements
under current state Renewable Portfolio Standards
(RPS)? Under a potential federal standard?
- What is the expected expansion trajectory for wind,
solar, biomass, landfill gas, and geothermal generating
capacity?
- How will renewable energy credit (REC) prices respond
to rising demand from rising Renewable Portfolio
Standards (RPS)? Rising CO2 prices?
Power Market Issues
- How much longer will the recession keep pricing
down?
- What is the outlook for on-peak spark spreads regionally?
- How much does environmental policy affect regional
price differences?
The ICF Approach
