Capabilities

• Compliance program development—ICF assists clients in the development and implementation of compliance programs that are sustainable and robust and can meet the demands of mandatory and evolving standards while integrating with existing business processes and culture.
• Compliance policy and procedure development and training—ICF has extensive experience in developing policies and procedures to address reliability requirements and can provide training on NERC procedures to support consistent performance of compliance-related tasks.
• Business process and design—ICF’s approach to business process design and implementation solves business and technical problems and defines a platform to support compliance goals.
• Internal controls development—ICF works with clients to design, implement, and assess internal controls and related audit programs to achieve long-term and sustainable compliance. Internal controls help accomplish compliance goals by defining and documenting expectations, establishing responsibility and accountability, and providing a monitoring component to measure and report compliance.
• Audit preparatory assistance: gap analysis and mock audit—ICF performs gap analyses and mock audits to assess the state of compliance for NERC policies and procedures and help prepare client personnel for audit. The most effective way to prepare for a NERC audit is through a third-party evaluation of compliance program documentation, procedures, and evidence.
• Cybersecurity—ICF has assisted entities in all eight regions in complying with critical infrastructure protection ( CIP) standards. We provide transmission modeling and risk-based engineering assessments and, based upon the applicability of CIP standards, can help design and implement programs to achieve, monitor, and document compliance.
• Ongoing compliance assessments—Compliance is not a one-time activity. ICF designs internal audit programs to sample compliance activities on a defined timetable that considers compliance history, violation risk factors, industry compliance violation trends, and compliance reporting obligations.
• Violation support—The response to a notice of alleged violation requires thoughtful creation and decisive execution. ICF works with clients to review findings and develop defensible positions by identifying appropriate or missing compliance evidence and documenting factors that can help reduce culpability scores. ICF can also prepare compliance teams for investigation interviews and depositions.
