ICF Energy NERC Compliance

NERC Compliance

ICF International is the industry leader in NERC compliance services and works with power providers to develop and reach their NERC compliance and reliability goals.

With experience providing guidance in all eight North American Electric Reliability Corporation (NERC) regions across North America, ICF possesses an in-depth understanding of NERC standards, their origin, and how to comply in a timely and cost-effective manner. We offer results-driven assessments and actionable recommendations by evaluating:

  • Your current level of compliance and the maturity, progress, and sustainability of your NERC Internal Compliance Program (ICP)
  • The implications that changes to NERC standards are likely to have across multiple teams and departments
  • The frequency of and drivers behind your NERC compliance assessments
  • Your resources for effectively managing NERC compliance

ICF has extensive experience in regulatory affairs, regulatory compliance, compliance program development, training development, cybersecurity, and transmission modeling. Our staff includes former NERC compliance managers and general audit, risk, and compliance Subject Matter Experts (SMEs).

ICF offers a suite of services that integrate NERC compliance into an overall business strategy, including:

  • Reliability and critical infrastructure protection (CIP) cyber
  • Internal compliance program (ICP) development and change management
  • Compliance policy and procedure development and training
  • Business process and design
  • Ongoing compliance assessments
  • Audit preparatory assistance: gap analysis, mock audit, SME preparation and evaluation

ICF International has supported Registered Entities in NERC compliance since 2006. We are continually focused on improving how we deliver value to our NERC clients in three core areas:

  • Services. We added services and improved internal processes, tools, and templates so that recommendations are clear and actionable.

  • Delivery. We developed methodologies to ensure consistent evaluation of NERC processes, procedures, and evidence. Observations derived from the application of these processes provide our clients with great confidence in testing results. We have one of the strongest delivery teams in the industry, featuring noted experts in reliability and compliance.

  • Pricing. Our pricing structure ensures that clients receive ICF quality at a highly competitive rate.

Featured Resources

  • Compliance program development—ICF assists clients in the development and implementation of compliance programs that are sustainable and robust and can meet the demands of mandatory and evolving standards while integrating with existing business processes and culture.
  • Compliance policy and procedure development and training—ICF has extensive experience in developing policies and procedures to address reliability requirements and can provide training on NERC procedures to support consistent performance of compliance-related tasks.
  • Business process and design—ICF’s approach to business process design and implementation solves business and technical problems and defines a platform to support compliance goals.
  • Internal controls development—ICF works with clients to design, implement, and assess internal controls and related audit programs to achieve long-term and sustainable compliance. Internal controls help accomplish compliance goals by defining and documenting expectations, establishing responsibility and accountability, and providing a monitoring component to measure and report compliance.
  • Audit preparatory assistance: gap analysis and mock audit—ICF performs gap analyses and mock audits to assess the state of compliance for NERC policies and procedures and help prepare client personnel for audit. The most effective way to prepare for a NERC audit is through a third-party evaluation of compliance program documentation, procedures, and evidence.
  • Cybersecurity—ICF has assisted entities in all eight regions in complying with critical infrastructure protection ( CIP) standards. We provide transmission modeling and risk-based engineering assessments and, based upon the applicability of CIP standards, can help design and implement programs to achieve, monitor, and document compliance.
  • Ongoing compliance assessments—Compliance is not a one-time activity. ICF designs internal audit programs to sample compliance activities on a defined timetable that considers compliance history, violation risk factors, industry compliance violation trends, and compliance reporting obligations.
  • Violation support—The response to a notice of alleged violation requires thoughtful creation and decisive execution. ICF works with clients to review findings and develop defensible positions by identifying appropriate or missing compliance evidence and documenting factors that can help reduce culpability scores. ICF can also prepare compliance teams for investigation interviews and depositions.
