As of June 18, 2007, a total of 83 of NERC’s reliability standards have became fully enforceable. For the first time in the history of our electric system, there are mandatory standards that each and every entity that uses the bulk power system must follow, and users will be held accountable for their compliance.

Furthermore, ICF’s ongoing compliance effort focuses on a subscription-based Knowledge Portal tool that supports companies in meeting and maintaining NERC compliance. The portal provides relevant content (NERC standards and requirements, procedure templates, and checklists) in one place, updates to standards, NERC Reliability Standards training courses and materials, collaboration capability, and enabling technology to support responsible entities in meeting NERC and regional entity standards compliance. It delivers to responsible entity staff the NERC and regional entity information they need to do their jobs effectively in this evolving area. With this knowledge service, the responsible entity will have ready access to information and tools without the ongoing resource drain of collecting, storing, and distributing the content by itself.
The content of the RISK Portal is updated daily with information from the
U.S. Federal Energy Regulatory Commission (FERC), NERC, regional entities (such as FRCC, MRO, SERC, and WECC), industry associations, and ICF NERC expert staff. The content is maintained in a Microsoft SharePoint environment that allows for easy access to the material from Internet browsers.
Jimmy Glotfelty, a vice president with ICF International, is the Managing Director of the Energy Markets practice. He has more than ten years of experience in both the public and private sectors. He has worked extensively with utility CEOs and senior management in the electric power and energy sectors. Mr. Glotfelty’s areas of expertise include electric transmission and distribution, generation, energy policy, and energy security.
Jim Stanton, Director of NERC Compliance for ICF, has considerable experience working with committees of NERC. He is a member of the Standards Committee and of the Compliance and Certification Committee at NERC. Mr. Stanton leads ICF teams that develop policies and procedures, conduct risk-based assessments and readiness evaluations, and design training programs to support industry’s compliance
Project Manager Cherie Broadrick comes to ICF from the North American Electric Reliability Corporation, where she was manager of regional compliance program oversight. With 20 years in the energy industry, she is responsible for the design and implementation of the start up of the Texas Retail Customer Choice program for the Electric Reliability Council of Texas in 2000. With her regulatory experience, Cherie led efforts to standardize the Coalition for Uniform Business Rules and the Edison Electric Institute’s Uniform Business Processes, resulting in the formation of the North American Energy Standards Board.
