This year’s study focuses especially on the uncertainty surrounding CAIR as well as how it may or may not fit in with proposed climate change regulation. Forecasts of potential regulatory outcomes and their implications for power, fuel, and emissions markets will be discussed.
Mr. Fine is a Vice President with ICF International’s Energy and Resources practice. At ICF, Mr. Fine’s work has concentrated on evaluating the impact of developing environmental regulations on existing and new energy resources. Within this context, he has extensively analyzed the impact of CO2 mitigation policies on power sector economics, the impact of these regulations on compliance strategies for existing assets, and the relative role that different resource types might play. He also led the electric sector analysis of the Regional Greenhouse Gas Initiative (RGGI).
Mr. Fine is currently performing a number of multi-pollutant compliance planning, asset valuation, and environmental positioning assignments for electric power companies in the U.S., within the context of potential regional and federal CO2 policies. These assignments include development of corporate strategies for responding to policy concerns over climate change, analysis of emission mitigation options, and support on emerging climate change policies.
