Capabilities

• Site assessment (Phase I and II)—From  environmental records review through adaptive multimedia sampling and analysis programs, ICF performs American Society for Testing and Materials (ASTM)-compliant site assessments to provide a path to successful cleanup of potentially contaminated properties.
• Remediation program management: design through optimization—ICF performs remediation design, construction management, operations & maintenance (O&M), oversight, and optimization, which are critical to effective site closure of contaminated properties within U.S. federal, state, and local requirements.
• Brownfields redevelopment—Redevelopment of underutilized properties with potential environmental hazards is a win-win proposition for municipalities, land owners, and developers alike. ICF supports all aspects of Brownfields from planning, grant management, oversight, site assessment, remediation, and sustainable reuse.
• Engineering: geotechnical and environmental—From geotechnical engineering evaluation of infrastructure, landfills, and dams/impoundments to environmental engineering design of remediation systems, ICF’s registered Professional Engineers (PEs) work with integrated teams including Professional Geologists (PGs), chemists, and geographic information systems (GIS)/CAD professionals to provide a full range of engineering design and evaluation services.
• Risk assessment/risk management—ICF helps clients identify, quantify, and manage risks from potentially hazardous contaminants according to the latest U.S. Environmental Protection Agency (EPA) and state human health and ecological risk assessment guidelines.
• Environmental due diligence/liability assessment—ICF understands the relative magnitude and cost of environmental liabilities, which is critical to property transfers, mergers and acquisitions, and Sarbanes-Oxley compliance.
• Technical review and oversight—ICF assists clients in mitigating the high risk and high cost of environmental liabilities and ensuring compliance with applicable regulations, applying our broad perspective and deep expertise in review of plans, reports, and recommendations, along with field oversight, data review, and data validation.
• Multimedia sampling and analysis—ICF provides sampling and analysis expertise in air, groundwater, soil, sediment, surface water, and wastewater for Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), National Pollutant Discharge Elimination System (NPDES), Clean Air Act (CAA), Formerly Used Defense Sites (FUDS), and brownfields programs for site investigation, long-term monitoring, permitting, and more. ICF also brings niche experience with munitions and explosives of concern (MEC) and chemical warfare materiel.

Projects

• 

  Solvent-Contaminated Groundwater Remediation

  ICF is investigating and remediating groundwater contaminated with chlorinated solvents at a U.S. Army Superfund site in Massachusetts.

• 

  Contaminated Sediment Restoration of Recreational Lake

  ICF performed an extensive assessment, cleanup, and restoration of PCB-contaminated sediment associated with the U.S. Army Natick Soldier Systems Center Superfund Site in Massachusetts.

• 

  Environmental Due Diligence of Costa Rican International Airport

  ICF performed an environmental due diligence assessment for the San Jose International Airport in San Jose, Costa Rica. ICF completed extensive document review, site visits and interviews, data integration and liability assessment, and report preparation.

• 

  Environmental Program Support for Large California Municipality

  For more than 15 years, ICF has provided a broad range of environmental services to the City of Santa Monica, California, including numerous Phase I environmental site assessments in support of property acquisitions, Phase II site investigations, remediation management, and long-term operations and maintenance.

• 

  Facility Support at DOE National Energy Technology Laboratory (NETL)

  ICF managed the groundwater restoration program at the U.S. Department of Energy NETL-Albany, Oregon, including investigation, regular monitoring, risk assessment, and remediation planning.

• 

  Development of Innovative Passive Sampling Technology for Contaminated Sediments

  ICF is supporting MIT to evaluate whether a polyethylene (PE) passive sampling methodology is a commercially viable technology for determining the distribution of PCBs in sediment.

• 

  Nationwide Targeted Brownfields Assessment

  ICF supports EPA Office of Brownfields and Land Revitalization on this nationwide contract by providing technical assistance to eligible municipalities, state and local governments, Native American tribes, and nonprofit organizations in conducting targeted brownfields assessments to characterize contamination and assess risks associated with blighted properties.

  Liability and Geotechnical Assessment of Aluminum Reduction Plant

  ICF was engaged by Ormet Corporation to conduct a facility-wide assessment of potential environmental liabilities at a large 60-year old primary aluminum reduction plant.

• 

  Environmental and Hazardous, Toxic, and Radioactive Waste (HTRW) Support

  Since the mid-1990s, ICF has supported the Army Corps of Engineers, New England and Baltimore Districts, on a variety of environmental planning and restoration tasks under the HTRW program.

• 

  Assessment of Damage Cases for Coal Combustion Residual Regulation

  For U.S. EPA Office of Resource Conservation and Recovery (ORCR), ICF performed as assessment of more than 100 alleged damage cases nationwide in support of a proposed rule and upcoming coal combustion residual (CCR) regulation.
