The responsibility to protect our homeland can be overwhelming
for government managers tasked with deterring or preparing
for potential attacks while maintaining services and
fulfilling their mission.
For more than twenty years, ICF International has supported
emergency management, counter-terrorism, and natural
and technological disaster management programs. Information
technology is a natural enabler in this information-rich
and collaboration-intense environment, and our extensive
experience in designing and developing secure
collaboration systems is assisting government managers
with the global war on terrorism.
ICF International designs and develops secure, Web-based
information portals that support coordinated domestic
and international response. Our systems ensure that
information flows both vertically through the command
chain and horizontally among government entities to
improve situational awareness and facilitate collaborative
decisions. |

Our Services
IT Architecture and Design
An enterprise
architecture (EA) must support an agency's mission and
culture. ICF International helps clients achieve success in EA
by placing continued emphasis on how it will be used to meet
their particular needs. This results-based approach creates
a partnership between ICF International and our clients, who
work together to structure an architecture framework that
meets the current and future needs of the operations it supports.

Business Process Reengineering
ICF International helps clients assess their current business
and its processes, identify value-added and nonvalue-added
activities, evaluate improvements that streamline or eliminate
activities, and design and implement enabling technology that
is flexible and fully supportive of business operations. We
also redesign legacy systems and processes into streamlined
business operations supported by distributed open systems
that provide improved workflow and performance.

Data Warehousing and Business Intelligence
After systems analysis, ICF International constructs models
that tie information together in a structure optimized for
data retrieval and analysis. In addition, we design user interfaces
and implement leading business intelligence tools, whether
a client needs basic reporting or complex analysis.

Systems Engineering and Integration
ICF International brings functional expertise in systems development,
engineering, and management to provide support through every
phase of the information technology life cycle.

Software/Portal Design and Development
ICF International's software applications range from custom
development using higher-order languages to tailoring of commercial-off-the-shelf
(COTS) software packages. We specialize in the application
of Internet technologies to large, distributed information
systems.

National Disaster Response
Information Infrastructure, Domestic Emergency
Response Information Service (DERIS), U.S. Federal
Emergency Management Agency (FEMA)

ICF International supported FEMA in designing and
developing the DERIS Portala secure, single
sign-on, Web-based information service that provides
a common operational picture to support coordinated
domestic emergency response. The DERIS Portal
ensures that timely, accurate, and secure information
flows both vertically through the common chain,
and horizontally among government entities.
The DERIS project received
an Air Force Communications and Electronics Association
(AFCEA) Golden
Link Award for 2003 for "providing
a highly innovative solution to a specific government
challenge."

Collaboration at Sea (CaS),
U.S. Navy

ICF International assists the U.S. Navy's Atlantic
Fleet in developing and deploying Collaboration
at Sea (CaS), a secure, centralized, content-driven,
integrated Web-based collaboration system serving
all Battle Groups and Amphibious Readiness Groups.
CaS has been deployed to support this role, and
the CaS role with North Atlantic Treaty Organization
(NATO) forces is under evaluation.
Enterprise Architecture for
a U.S. Federal Law Enforcement Agency
ICF International developed an enterprise
architecture (EA) that captured and integrated
the knowledge of its multiple stakeholders and
made that knowledge available to its decision
makers. We also developed EA performance measurement
factors, scenarios for the EA's final use, organizational
processes for EA effectiveness, and the architecture
framework for implementing the EA.
